Go back to listCPU steal is a value in percentage representing the amount of time a CPU wasn't able to run a task because hypervisor doesn't permit it. The task could be blocked by the hypervisor's maintenance tasks or other tenant sharing the CPU. In few words and consumer perspective, it says how much of your VM was unavailable because of external factors independent of your willing.
While 0% is the norm, especially with hyperscalers, this doesn't mean it cannot be hidden by the provider. To assert neighbors noise, RAM standard deviation can also be analyzed.
